Villains
This Plot Points entry is dedicated to explaining how the Forces of Evil function, because obviously a fair and wise Council would not be the baddies' method of leadership or conduct.
As you undoubtedly know from reading the main Plot, three of the most vile Villains in all of Disney—Maleficent (Sleeping Beauty), Jafar (Aladdin), and the Horned King (The Black Cauldron)—somehow found each other, teamed up, learned of the Orbs of Power in Yen Sid's study, and transported themselves into his Tower to try and steal the magical objects by force.
This ended badly, which you also know, as the combined Evil within the three bad guys versus the Good within the powerful sorcerer Yen Sid as they battled seemed to confuse the Orbs so much that they scattered into the far lands of Disney.
While Yen Sid cast a spell to weave all of the great Heroes' lands together so that they could combine into the Forces of Good and retrieve the Orbs, Maleficent, Jafar, and the Horned King (whom we will now call "The Wicked Three") departed to the evil fairy's Forbidden Mountain.
How did Jafar, Maleficent, and the Horned King come back to life?
Fair question, since most Villains meet their death at the end of their respective movies. That's a question even Yen Sid asked himself, though he suspects the answer. The truth is that Maleficent and her two companions were not alone in their acts; it was Hades, Lord of the Dead, (Hercules) who gave them back life after their demises. The Underworld's Ruler began spending long hours in conversation with the ghost of Maleficent after his defeat at the hands of Hercules. The evil sorceress was also yearning for her revenge after being slain, and convinced Hades that she could help him rise to power if he would resurrect herself and two others. Hades, obviously, agreed, but he warned them that he could only do this once—if the Wicked Three were killed again, they would stay dead this time.
This applies to all of the Villains in any Disney movie you can think of—death doesn't limit you claiming your favorite character!
How did the Wicked Three learn about the Orbs of Power?
This is an excellent question. Yen Sid is the only person out of all Disney characters who was aware of every Hero's adventure, sort of separate and above all the characters we know and love. He was the only one to know of the existence of the three Orbs—not even the Heroes who's happy endings had given birth to the Orbs themselves knew about them.
But as soon as Maleficent was given life again by Hades, she became aware through some dark magic of a fierce presence of Good in the universe. Perhaps this was because Yen Sid was just finishing collecting the last Orb from it's birthplace when she was restored to life. In any case, she quickly rallied the Horned King and Jafar and their combined efforts were enough to teleport them even to Yen Sid's nearly impenetrable Tower.
How did the Wicked Three form the Forces of Evil?
Once the Wicked Three realized Yen Sid's ploy to band all Heroes together under one honorable flag, they decided that they, too, would need strength in numbers. After sending her raven to spy on Mickey's progress, Maleficent determined that they would need many powerful evil allies, both animal and humanoid. She and Jafar and the Horned King demanded Hades raise more Villains of every kind back to life, and he did so, knowing that the gaining of the Ten Orbs would mean his own revenge was satisfied, too.
While The Lord of the Dead did this, Jafar traveled the lands recruiting Villains among the living. They convened in the Outlands, and Maleficent transported her sickly, evil Forbidden Mountain to the edge furthest away from the Pridelands of this dark part of the Savannah. Now baddies flock to the Wicked Three's aid, swayed by the promise of revenge against all of their foes.
Are animals included in the Forces of Evil? How do they communicate with the human Villains?
Yes, animals are included in the Forces of Evil. You can certainly expect to see characters like Scar, Buster, Zira, Chief, Brutus and Nero, Shere Khan, Li'l Lightning, and Rattigan on the nasty side of the war.
As for how they communicate and team up with the human-or-otherwise villains, that's rather simple: when Yen Sid cast a spell to bring all of the Lands together, he wanted animals to be able to aid King Mockey and the Forces of Good, for he knew many creatures were Heroes. So he cast an additional spell that allowed beasts to speak in the language of humans. Sure, they can still choose to bark, grunt, howl, click, snort, chirp, and otherwise, but when they want to be heard, they are. Unfortunately for the Heroes, this spell included animals with dark hearts. Scar can very easily argue that he'd rather Cruella not turn him into a fur coat!

In the Villainous Forces of Evil, they don't do things as the kindhearted King Mickey does them. No, in the territories under the command of the Wicked Three are controlled by a harsh, demanding chain of command, where you can hardly trust the comrade at your side, and everyone has their own hidden agenda and is biding their time to achieve it.
The Wicked Three
The Wicked Three consist of Jafar, Maleficent, and the Horned King, and they rule jointly over the Forces of Evil in teamwork, though undoubtedly each desires the ultimate end power for themselves.
Maleficent
Being a sort of "head among equals", Maleficent seems to be the guiding force behind the Wicked Three, and her intimidating magical abilities cause the other two to follow her lead on most occasions. The core of the Forces of Evil's territory is, after all, her dark castle atop the Forbidden Mountain. She insists on being called "Lady Maleficent" by her subordinates.
Jafar
Jafar ranks as perhaps the second-most powerful in the Wicked Three, if only because he was restored to sorcerer-power when brought back to life—it was the best Hades could do. He isn't quite the level of Maleficent, though he is very close, and is perhaps, less temperamental and prideful and more manipulative. He is referred to as "Lord Jafar" by the underlings of the Forces of Evil.
The Horned King
Jafar and Maleficent would be underestimating the dark and mysterious Horned King if they thought he was the least of their trio. His Pyrdian castle positioned only a few miles from Maleficent's Forbidden Mountain, near the heart of the Outlands, the Horned King definitely has more of a role to play than they guess. Most certainly the hideous ghoul's imposing emotionlessness is a sign of him biding his time. The Horned King is simply called "Your Majesty" by the lesser baddies, and if Jafar and Maleficent have a problem with that, they don't dare say so to their intimidating companion.
GENERALS
The Generals in the Forces of Good consist of the secondary powerful villains, who may not be able to go toe-to-toe with Maleficent or the Horned King, but could certainly hold their own against most Heroes.
Pete
Pete, otherwise known as Big Bad Pete, is one of the leading Generals of the Army. After learning of Mickey and Friends's departure from their sheltered land, Toon Town (which was wisely not included in the realms Yen Sid called together), he left as well, looking to cause as much trouble as possible. He could not have imagined the magnitude of mischief he'd be given the opportunity to create!
Not the brightest of bulbs, Pete can still be incredibly crafty when he sees an opportunity or is inspired. He wears full gray battle armor on the Disney Destiny Continuation. He commands the strike forces that go on the offensive into the Forces of Good's territories, and can select any of the Villains from any of the other General's commands to transfer into being under his command, if only temporarily.
Scar
They call him a General, but in truth, this dark lion could be called a rank above the others of that name. It's an unspoken fact that all of the animals in the Forces of Evil, or at least the bulk of them, answer only to Scar. Perhaps it is because beasts must stick together. At any rate, Scar is officially in charge of the host of hyenas and Outlander lions in the Villain army, and they are his to direct, with Shere Khan and Zira as his sub-bosses.
Ursula
Few though they may be, the underwater sea witch leads all of the sea-dwelling villains. She keeps them hidden away from King Triton in the Sydney area, but at any word, the eccentric villainess is ready to lead her mob of sharks, evil mermen, eels, and otherwise into battle for the Forces of Evil.
Rourke
Once Commander Rourke, now General Rourke, this gruff officer heads up the Forces of Evil's human Headquarters Guard. That's right—he controls the group of Villains who's job is to stay in the Outlands guarding the bad guy territories and defending in case of a Hero attack, which is sure to come if any Orbs of Power are captured.
Shan Yu
Though he isn't leading every single scouting party in the flesh, that is exactly what this Hun General is in charge of. He sends out groups of hand-chosen Villains to specially picked territories in search of the Orbs of Power. Shan Yu can choose from any of the animals or human villains under any of the other general's commands to be a part of one of his search parties. His lieutenant is Clayton.
Zira
The harsh lioness bride of Scar handles the job of training the young animals in the villain army. She drives them ruthlessly, and if her lion claws could crack a whip, the young beasts would have stinging backs. She mainly runs drills near or in the Termite Mounds. As for the human villain children, few though they may be, they have to be babysat and taught to hate by someone, right? Who better than Mother Gothel and Medusa?
